I think you have it about right.
Obama's Czar Cass R Sunstien wrote a book called "Nudge" where he lays out we're all basically a bunch of Homer Simpson types that are too dumb to make the right decisions for ourselves, so we have to be lead to the correct choices (hence the elephant on the cover of the book nudging the smaller one forward).

Sometimes that is through regulations, licensing, taxation, environmental, etc.
Much like they've wanted ammo that expires so you can't stock up, putting lead on the EPA's list as hazardous to the environment (even though it naturally occurs in the earth), and through high taxes like they have done Tabacco, etc.
We can't let them gain an inch because as you can see even the smallest regulation, tax, etc., can get them one step closer to keeping guns and ammo out of reach of law abiding citizens.
